Aside reinstalling Windows on a solid state drive (SSD), you should install Piriform's CCleaner, or a similar product which allows you to scan your registry and "clean" it by removing invalid references that slow boot times.

What are your computer's specs? The Win 10 aspect of it isn't relevant. I have an older computer running Win 7 that boots up slower than my Win 10 laptop because it's an older, slower Pentium.
Also try scanning your system for malware and virus' etc. Infection chokes a computer and will greatly reduce boot up time.

All depends WHY it is slow! My system boots from cold in about 7 seconds...
Buy a faster disk. Buy a faster CPU.
