Unless you are a Canadian citizen... then moving to Canada typically isn't an option. Immigration requirements make your question moot. If you were marrying a Canadian, had a skilled job offer as a doctor or engineer, had a net worth of $10M and were willing to invest $2M in Canada... highly unlikely that internet speeds is something you'd be worried about.
Internet speeds in Canada are likely most other places. You can get as fast as you want, provided you are willing to pay for it. Wired home connections start in the 5MB/s range and easily go into the 100MB/s range in most cities -- typically through Shaw, Rogers, or Telus. If you want to spend the money... put in multiple 100MB/s lines. If that isn't enough... business services will easily go into the multiple gigabit per second range.

Canada is a rather large place! The Internet links can vary from absolutely none at all, to as fast as anything you will find elsewhere...

I'd check out Ontario, b/c if you get bored waiting on the internet, you can walk over and see the Falls.
