    I'm going to say that Koizumi showed leadership. However, the problem that PMs of Japan have is more related to systematic issues than to the personality or policies of the given PM. The PM of Japan has to herd cats within the factionalized LDP, while simultaneously trying to persuade sclerotic civil service mandarins that he actually matters.

    Basically, Japanese economy has not grown in the last 25 years, if not 30 years. So it's difficult for many people to choose the "best" PM, not the worst PM.
