WHY ARE YOU SHOUTING!!!!????
There have been strains of marijuana around for a while that has such low content of THC that you cannot get stoned off it. So why would Texas "reinvent the wheel"?
And it does not mean that it is legal. It's used for medicinal purposes only. Who would want to use such a strain for recreational use? If they want that, they should just smoke regular tobacco cigarettes. You can legally take tobacco across state lines, but you can't marijuana (even a low THC strain).

First off it's 2016 now.
Male plants still have thc, much less than the females but they still have some. And the females also carry more cbd than the males. Trying to harvest either from male plants is a fool's errand and a waste of time.
