what is the difference between the franchise tax board and the i.r.s.?
if i owe to the ftb can that affect my irs tax refund or just the ftb refund?

the Franchise Tax Board, if this is Calif. is the state income tax agency
the IRS is the Internal Revenue Service, the federal agency that administers the tax laws of the US Gov't

The difference is:
FTB collects state taxes for the state government of the state of California, which is based in Sacramento, CA.
IRS collects federal taxes for the national government of the United States, which is based in Washington, DC.
Owing either one can affect the refund from the other.

I would say the world of difference, the IRS is governed by laws passed by Congress
the FTB a division of the state of California is governed by laws passed in Calif by Calif. legislators
Calif does agree to some of the IRS tax laws but in some may delay them for years

IRS is federal - no idea who the FTB is - probably your state dept of revenue

IRS is federal, FTB is state. FTB cannot take IRS refund.
