Many states it is legal to possess seeds, but not to use them to grow a plant. There are uses for the seeds other than growing the plants, so the seeds themselves are not banned in some places.
However, Wisconsin is not one of those places. It is illegal to possess seeds there. And the chances of getting caught depends on what you intent to use the seeds for.

Check with your state agriculture department . There are some invasive plants and seeds that are forbidden to import from outside of the country with -out a permit.

It is illegal. Federal law prohibits marijuana and its seeds everywhere in the U.S. Some states also have their own laws prohibiting it. Some do not enforce their laws as much as others.
