Didn't Senate Leader Harry Reid in 2005 prevent a up or down vote on the first Latino appointee to the Supreme Court Miguel Estrada?

    Estrada was a conservative ideologue who had never been a judge at any level, and Bush wanted to appoint him to the DC Circuit, the second most powerful court in the country.
