So here's my answer: Dominate what? Regular season games? The Rams didn't win a title in the 80's. They were a good regular season team thanks to a tall running back with goggles named Eric Dickerson.

It's true that the Rams went 86-67 and made the playoffs 7 times in the decade, but they only went to one Super Bowl, which they lost.
San Francisco won 104 regular season games (and lost 49) in the decade, went to the playoffs 8 times, and won two Super Bowls, so they were more dominant than the Rams.

They didn't dominate anything. They made one Super Bowl game and lost. They were good through the decade, but not great or did they dominate.

They didn't. They were good but Washington and San Francisco won more Super Bowls (two) than the Rams (zero) did.

But in the end, did they win the Super Bowl that decade? How is that dominant?
Are you sure you're not thinking of the 49ers?
