Why do you think you have to buy Win 10 from Microsoft? This makes no sense. Just install the free upgrade. Everything you have on Win 8 will carry forward. Just because you installed Win 10 once, then went back to Win 8, doesn't mean you have to now buy Win 10 because you want it again. It's free until July 2016. So just reinstall the free upgrade. Your question doesn't make any sense. What do you mean by "go back" to Windows 10? Microsoft doesn't offer Steam, only Steam does.

No, as long as you remember the password for your steam account, you will still have all of your games.
