Where are the best places to gain experience before battling Elite Four in Pokemon Soulsilver?
My current line up is:

1) What are some places that will not only give a fair amount of experience (400+), and will be disadvantaged to my type so I can battle wild pokemon easier?
2) Do you think I should switch my current line up with my back up pokemon?
3) I have Focus Punch, Hidden Power, Taunt, Dragon Claw, Sunny Day, Blizzard, Iron Tail, Dig, Sludge Bomb, Earthquake, Shadow Ball, Sandstorm, Attract, Snatch, Drain Punch, Thief, Dragon Pulse, Embargo, Shadow Claw, Sleep Talk, U-turn, Dark Pulse, Natural Gift, Cut, Fly, Strength, Rock Smash, Surf, Whirlpool, and Waterfall in my TMs & HMs Pocket. Should I teach some of these to my pokemon?
Edit: My Gyarados now has Dragon Pulse instead of Twister.

I would personally have you team be Ampharos for Lance, Will, and Koga, Lugia for Bruno, Karen possibly, and possibly Will, Seal(or Dewgong if it evolves) for Lance's Dragonites, Machoke for Karen, Graveler for Koga's annoying Muk and Lance, and Vulpix(or Ninetales if you got a firestone) for Koga and burning Lane's Dragonites.
Victory Road is always the best place to train your pokemon before the Elite Four.
Ampharos can deal with Golbats, Lugia, Seal, and Graveler can deal with Gravelers, Onixes, and Rhyhorns. Machoke can deal with Uraring, Gravelers, Onixes, and Rhyhorns.
Vulpix is the only one without a type advantage, but it should do fine on normal damaged stuff like Golbats.
