A friend of mine cant play on steam cuz he dont have a good pc does steam link make up for shitty pc or will it affect the quality

Sorry, but the Steam Link is not a magic box that will make a poor PC better. All the Steam Link does is that it's a "remote terminal" that connects to a computer that has Steam installed & running so you can play your games from that computer onto your TV.
In order to properly use the Steam Link (for maximum enjoyment), you will need a PC with good specs. Generally you will need to exceed the system specs for the game (at least minimums, preferable the recommended specs) as your PC will have to work a bit harder as it has to pump the I/O streams between itself & the Steam Link (Controller / Keyboard + Mouse inputs from the Steam Link & Audio / Video output TO the Steam Link) through your home network connection. It's HIGHLY RECOMMENDED that the Steam Link has a wired connection for greatest stability.

Steam link just streams video that is sent from your PC, so it won't look any better than what the PC is generating now. It will probably be even worse, as the PC not only has to generate the video, but compress it then send it over the network. It is basically a controller and monitor extender for your PC. Your PC is still doing all the work.

If anything it will make it worse. Your pc has to render the video, then compress it, then send it, then extract it. It's basically doing 5 times the work as just rendering the video on its own
