Asalaamu Wa Alaikum
Well, young lady, if I were your dad I would be telling you not to go on sites like this for a start!
However, since you ask, as a Muslim, you may start right away but please learn to be clean before you read the Qur'an as it is respectful.
To read the Arabic or pure form you will need to perform wudu.
I am a little surprised your parents seem reluctant to teach you but maybe they are waiting for the right time. They have equal responsibility to teach you.
However, before you start, there are things which you will need to know.
Don't allow anyone to put you off Beloved Prophet Muhammad (SAW)
there are many haters out there who do not understand that when he was alive, many of the things he did were out of pure necessity.
Being a Muslim is a duty AND a joy. You cannot have one without the other.
In Islam, doing the best you can in any situation is considered good enough.
Refraining from committing an act of evil is considered a good deed.
In this day and age, especially with International Law, the situations and circumstances to justify actually taking a life are very much limited.
You are extremely lucky if not much blessed to be living in one of the greatest countries on earth. I am pleasantly surprised at how eloquent you are in your writing although you don't need a comma in front of an and (lol)
On a personal note, I know that any part of Islam you take on off your own back will gain an enormous reward. Your parents ought to be proud of you but my most sincere advice is to get off this site at the absolute earliest as many of the things said here are not appropriate for your age or your innocence.
If you are genuinely a 10 y/o asking when you can start, May Allah reward you richly for your hunger! If you thirst for purity too, you will also gain an enormous reward.
