IFR or VRF Flight?

When the NOAA does their flights for hurricanes, in their P-3 Orion, would their flight be IFR or VFR, since they are not going to a specific airport, but flying in an area, to check weather data?

    Since they are flying into a storm, where visibility could easily be almost non-existent, I'm sure they are using an IFR flight plan.

    They are going to a specific airport. It may well be back to their originating airport, but they are going to get back to a specific one.
