It depends what he's interested in and how good his reading is.
Some 9-year-olds have a reading age of an adult, some struggle with very easy ones.
Why not take him shopping and let him choose?

The Neverending Story; adventure of reading.
The Chronicles of Narnia; good Christian values.
Alcatraz versus the Evil Librarians; amusing.

He might like The Phantom Tollbooth. Or The Hatchet by Gary Paulson. Ask his parents what he has enjoyed reading so far and then do an internet search. "If you liked ________________ (whatever he likes), you might also like _________________"
