Why does GM not support electric cars but makes them?

My understanding is that GM owns Chevrolet and according to HowStuffWorks I heard that GM was trying to kill the electric car. If so why would Chevrolet manufacture the Volt which is an electric vehicle. Sorry if this is a wrong or ridiculous question. Thanks in advance.

    1. they make it for the tax relief they get for producing a totally electric vehicle.

    2. it costs more to make than they can reasonably sell it for so it's not a profitable car & they are in the business to make a profit
