Google cloud is where google will automatically store pics, contacts, etc. from your phone, tablet and laptop much like Apple's iCloud. Its a "keep it till space runs out" backup essentially.
Google Drive is an application engine, storage area, and organization platform. In other words it syncs with everything google but is made as an application platform for Google Docs, Slides, Sheets, Forms, Drawings, Maps, etc. and also can convert Microsoft office files to those formats so you can store those files on the Google Cloud.
Simply...Cloud = Storage and regular backup, Drive = applications you can use that are similar to the Microsoft office suite and can edit, share edit, store, and backup automatically.
Its the idea of "on-prem" vs "cloud" vs "hybrid cloud" and google uses Cloud and Drive to push toward full "Cloud" users.
