Does any country own the Gulf of Mexico?

Is it owned by Mexico? The United States? Any country?

    The Gulf of Mexico is international waters. There are the customary 12 mille sovereign limits and internationally agreed influence zones such as oil exploration.

    Nope. Countries can claim water 3 or 12 miles out and maybe some rights up to 200 miles out.
