Who is the audience for the SWOT analysis?

SWOT analysis considers the strengths, weaknesses, opportunities and threats associated with a particular proposal. The reason for doing it to help identify the factors that will affect the proposal and to develop strategies for dealing with them. When it comes to presenting the proposal for approval, I would expect the SWOT analysis to form part of the presentation.
So, SWOT analysis is a tool used by those formulating a proposal. If we are asked to perform a SWOT analysis on behalf of those formulating a proposal, then its 'audience' would be whoever asked us to do it.
Others may need to be convinced we have done SWOT analysis and have plans to deal with all contingencies so it might need to convince anyone we ask to approve or to finance our proposal.
