Probably. Why is there an ellipsis? What's in the rest of the email? What is it their pleasure to inform you of? Either way, congrats! :D

It says, "Congratulations, it is my pleasure to inform you that you have been granted provisional admission to Cal State L.A. for Fall Quarter 2015! " and thanks

If you applied then I guess it's a genuine acceptance. But you missed out the important bit of the email. Does it go on to say that you HAVE been accepted?
