We historians rank presidents as:
GREAT: Washington, Lincoln, FDR
Near Great: Jefferson, Teddy Roosevelt, Eisenhower, JFK, Reagan
Above Average: John Adams, Madison, Monroe, James K. Polk, McKinley, Clinton
Average: Many, in fact most are average: Including Truman & Obama
Below Average: John Q Adams, Andrew Jackson, Grant, Wilson, Warren G. Harding, LBJ, Ford, Carter
Terrible: Martin Van Buren, John Tyler, Zachary Taylor, Franklin Peirce, James Buchanan, Andrew Johnson, George W Bush (43).
Not Rated: William Henry Harrison, James Garfield
The scale takes into account how they were perceived while they were in office, but more importantly, the impact of their policies after retiring. On this scale, compared to other Presidents, Truman was average. Most presidents fall into this category. Obama will be average, while Bush was terrible.
So Truman is average.

He was an excellent President.
Unexpectedly thrown into the political limelight when FDR died,and with little government experience (particular in foreign policy),Truman acted decisively to authorize the use of nuclear weapons to force a quick Japanese surrender at the end of WW2,thus saving literally millions of Allied and Japanese lives.
Grasping the postwar situation vis-a-vis Stalin at once,his firm and sensible policies ensured the world got a Cold War rather than a shooting one
He helped rebuild Western Europe through the Marshall Plan
Cleverly enabled US to use its military to prevent a Communist takeover of South Korea without starting a wider war
Throw in desegragation of the military,and Truman does it for me.

Forced Japanese surrender in 1945 through the use of atomic bombs on Hiroshima and Nagasaki
Assisted in the founding of the United Nations
Issued the Truman Doctrine to contain communism
Passed the $13 billion Marshall Plan to rebuild Europe, including the Axis Powers of both World Wars
Supported and recognized the state of Israel when it declared itself a nation
Oversaw the Berlin Airlift in 1948 and the creation of NATO in 1949
Sent U.S. troops into Korea after the communist North invaded the South and while gaining UN approval for the war

No Like all Presidents up to 1993 all the US presidents were parcticing Racists and Bigots
in 1993 the First African American Got awarded the medal of Honor earned in WW2
because FDR and Eisenhower said no African American will be awarded the medal of Honor in WW2 and no one until 1993 did anything to correct this
