Steam gifts?

Why would someone be selling Skyrim: legendary edition on ebay as a steam gift for £7 if it costs £20 on steam? Is it trustworthy?

Because they bought it from another country where games are cheaper or they bought it on steam at a reduced price and bulk bought them to resell them for more money. It could be trust worthy or not depending on the site or user. But there is debate as to whether or not you could get banned or have your account blocked from receiving gifts if you are caught.

As previously said it will depend on the person selling it but be aware there are scams out there. It is also possible somebody stole a credit card and bought a bunch of games and then is selling them to launder the money into their account. Steam will ban you for buying stolen games.

Many reasons. It could just be an opening bid. It might be a disk only without packaging. It may be used and have no online validation codes for Internet play.

Check the reputation of the seller.

it was my understanding that STEAM download games cannot be transferred to other accounts.
