It means that customs has finished with the package and released it to the post office for delivery.

Customs and the Post Office are in the same building.

The mails comes IN to Customs now it out of Customs into the "Post Office" side. Your next message will be outbound to.....

Meaning it has now left the Customs and Mail Processing plant at the Airport.
