本人讚同羅莉大師的意見。第三題只能選答案C,因為that boy應受到[修飾語]的限定:with the lovely hair。選項D如果用介系詞in,才是另一個可選的答案。
選A的話,會讓句子有了兩組無關的述部。語法錯誤。只有加上who讓其成為形容詞子句才能用。
這題的選項是兩類,一類用形容詞子句但一個缺了關係代名詞,一個是用錯了動詞變化,一類是用介系詞片語,但一個用錯了介系詞。

If (C) is the right answer, why not (D)? Wrong preposition, shall be "with a blue shirt"?

In my opinion, Q#3 is not really a good one, if you can ONLY choose ONE answer. To me, (A) (C) (D) are all acceptable.

I mean prepositional phrase acts as an adjective, like complement (I use "like," not "act as" or "serve as").
However, when you use " , ", then it is parenthesis.

To me, this kind of sentence is what I encounter in my daily conversation with Americans. Due to the mutual understanding of the context, some words are curtailed, but it doesn't cause misunderstanding.

不贊同DSG的第3題解答.
選項A缺關代who(考試不可自己加上), 造成一句雙動詞, 這正是它的錯處;
with xxx用作修飾名詞時, 直接後位修飾即可, 無需前後加逗號, 故C為正解.
with xxx前後加逗號, 通常是用作副詞片語, 例如:
The boy, with his abundant common sense, solved the problem immediately.

沒想到引出她的一堆強辯硬拗, 我老天!
DSG, 關於選項A, 即使在妳的日常生活中有一百個朋友不用who, 他們也全都是錯的, 因為另有九十九萬九千九百人都正確的用who, 即使不用who也一定是拆成兩句用He/She. .
關於選項B, 基本動詞變化錯誤, 要用gave或gives才對.

就算妳意思是「藍襯衫上面(相片)的那個人」,也不會是that boy on a blue shirt,而應是the boy whose picture is on a blue shirt..
英語人士聽到that boy on a blue shirt最直接的理解是「站/坐在藍襯衫上面的那個男孩」,但語意奇怪,怎會站/坐在襯衫上面?
that boy in a blue shirt「穿藍襯衫的那個男孩」語意最為正確與正常.
