In The Animorphs books, why is Tobias always depicted as having black hair, if the books says he's blond?

Tobias in the books is consistently stated to be a blond before he was a trapped in a hawk morph. However on the book covers, pictures, and even the T.V. show Tobias is constantly depicted as having black hair. Is this just a Major oversight, or do they explain it?

This often happens with book covers. In one of my favourite book series, the hero is described as clean-shaven with platinum blond hair. But the cover model has dark hair and a beard. Why? In another favourite series, the heroine is repeatedly described as having bleach-blonde hair but the cover model is a brunette. Again, why?

I have no idea why they do this but it does really bug me.
