    看 down the sidewalk 為一組。

正如 down the street、down the hall 等等,都沒有向下的意思。

    down the street = 在街上

    down the hall = 沿著走廊

anyone walking down the sidewalk in Taipei

This is an excellent example from Master DaSaGwa!

"anyone walking down the sidewalk in Taipei"

Anyone walking down the sidewalk in Taipei can be his target.

I will smile to anyone walking down the sidewalk in Taipei.

    Does it mean "向下走"?

My answer: possible, but not always.

This is the same situation as in English.
