Tap is used as a source point for supply. Eg tap on a barrel of beer is to get beer from barrel.

Tap on a water pipe is to get water from tap from pipe supply.

To tap a person for funds.. Is to get money from them.

For your case it simply means taking supply from existing supply eg B.. To supply A.

It basicly means that to get power to A, you should connect A to B. Thus A is getting (Tapping) it's power from B.
