IF you are promoted to PFC (though it's called an "automatic" promotion, it is not), your PFC pay will not start until the day your promotion paper shows as your new date of rank. If the paperwork is not submitted to finance in time for the End of Month paycheck (by the 18th), it will not be reflected on your February LES. However, you would get a little bit of back pay in your March paychecks for that 1 day of PFC pay in February.

......you do realize there is no February 30th, right?

There are how many days in February?? That would be 28 days, so no February 30th. Plus pay is not done on the 30th or 31st of the month it is paid on the 1st, if your bank releases it before then that is their discretion. Then there is the pay is done actually 1 week before the payday so no it will not be on the March 1st pay. The earliest it will be is the 15th, it will be backdated to the date of eligibility.

You must be in the Marines if you're asking about going from e-nothing to PFC.

You should, but that doesn't mean it will happen! Go to your finance office on the 28th and make sure they have a copy of your promotion orders.
