What do the hollow circles and X's at the top signify?

What your URL brings up is a simple chord diagram and not tablature in the true sense. As Russell E has said, the Xs means to either mute or skip playing that particular string. The Os are strings that are to be played open, that is, pluck the string noted, but do not press it down in any fret.

learning tabs isn't that important at first so better to play using some video lesson ..slowly you will know when you are ready to pick song from tabs. Also you can use guitar pro or songster to actually know how the tabs sounds cz without it for a begginer it would be hard to play .Songster also have good tab lesson follow those

Your link leads to a basic, very simple chord diagram. Why did you mention tablature?

Circles mean the string is played open or not fretted.
X means you don't even hit that string at all. or mute it.
