How do the steelers make the playoffs?

On NFL network, the analysts keep saying that the steelers need a win and the ravens, dolphins, and chargers to lose in order to make the playoffs. But if the steelers win, they win finish 8-8. If the dolphins lose, they will finish 8-8. Wouldnt the Dolphins still make the playoffs because of the head to head win over the steelers 34-28 in week 14? How would it be possible for the steelers to make the playoffs?

I think they go by conference wins or strength of schedule or something.
