so far, I have been on 4 great dates with this guy and he has payed for everything. we are both 25. He is closing on a house tomorrow and I thought it would be nice if when I congratulate him say something along the lines of.....hopefully this weekend you can let me take you out to celebrate.....is that weird/not ok to do? I dont want to scare him away by taking charge or stealing his thunder of taking me out. what do you think??

I think that you should. But when you do ask ask in a way that it doesn't seem like a date. Like,” We should go celebrate this weekend I'm so proud of you!” Something like that! And then work you're way when y'all do go out flirt a little you know?
