for basic stuff most people use windows movie maker but for more advanced stuff people pay an outrageous amount of money for programs like sony vegas or adobe after effects($500-$1000). alternatively you can use blender which is free and does most things the expensive ones do although it is pretty complicated. or you could use the free photo editing program gimp with the gap(gimp animation package) which allows you to edit videos frame by frame.
