What movie has a women's head being chopped off?

I watched this movie along time ago and the only scene that sticks out is a woman who had her head shaved not by choice and she gets her head cut off I believe from possibly a love affair? After she gets her head chopped off you see her hand holding flowers and hands are tied then her blood goes over the flowers. I believe it was a Chinese movie of some sort. The king and I rings a bell for some reason. Can anyone help me on this?
