What does the Department of Homeland Security Federal Police do. And what laws do they have to follow.?

Around Denver CO I have seen police cars that look like this http://farm3.static.flickr.com/2466/3838676268_0e7... . What laws do they enforce can they arrest people for smoking or carrying marijuana as it is legal in CO? Do or can they conduct traffic stops ie. speeding. Also in Colorado we have consent to search laws which LEO's have to give you the choice to not have a search if no probable cause do they follow it. Do they follow our stop and identify laws or do they have there own?
