1 inch=2.54 centimeter.
Therefore, you just multiply 8.5 by 2.54 which will give you 21.59 cm. But you round it off to 21.6cm. The answer is C.
Hopefully, that helps you.

1 inch = 15/6 cm
8.5 inch = (15 x 8.5)/6 cm = 21.25 cm
hence width of given paper is 21.25 cm.
option C is right.
