I'm shocked at how many people here didn't read your entire question, or they simply didn't understand it.
You said about Lincoln:

I beg to differ. It was Jefferson who made the presidency too powerful by way of your example. He went to war with the Barbary Coast (Algiers, Tunis, Tripoli) and did not have Congressional approval. I believe that was in 1803 but I could have the date wrong. So you see, it is what our country was founded on, regardless of what Jefferson said it was founded on.
