Your question is full of problems. First, whenever you adjust the manufacturers recommended voltage requirements via the car radio, you are asking for spontaneous combustion. If you notice, there are a great deal of different types of fuses used within any car electrical system. Most horns are regulated via of the headlight system that is by passed via of the alternator. This controls the given output of the mechanism. The car radio doesn't have the necessary regulating components to accomplish this task safely. Even the most skilled electricians will leave you up in flames. It sound like your car need to be retired before it cause unnecessary injury or death to you and your family.

It would not be easy. Does your car radio have an input jack? The better idea would be to get a CB radio and use that. They already have a mic and also an output jack for a horn.
