    Do you mean you want to book a ticket to an overseas location or that you're overseas and want to book a ticket from there? Either way, you can either go to a travel agent to book the ticket or book on-line using a site like Kayak or Expedia.

    If you want to book a budget flight, especially within Europe, you can use a site like Skyscanner:

    or you could go directly to an airline website such as:

    You could also go to an airport and buy a ticket directly from an airline ticket agent there.

    Just from the fact that you asked the question, I would suggest that a travel agent may be the best option for you.

    Seriously..? The big players are having a hard time keeping costs low because maybe more profits is more attractive.. you should try looking at some place else like COSTAMAR.COM which for me currently holds the record for unbeatable low price. The English part is us.costamar.com .. just go ahead exploring their site.
