Is it legal to make moonshine in connecticut?

In all 50 states under Federal law it is illegal. A few states let you make it following the same rules as beer/wine 100 gal-200gal a year but them states mean the state cops can't charge you but the feds still can and will.
But if your going to make it for your self your safe just don't brag to everyone you know.
You can get a free permit from the ATF to make it but it's called ethanol then and can not be caught drinking or you go down for moon shining. For that permit you first make the still then you test it with water to let the atf know how much ethanol it is making a year then they fly an atf member out to your place the take a look and then give you the ok. But when you do that an atf worker can show up at your place anytime to make sure your not drinking/selling your so called fuel so having a permit does not make it safer for you to make it if you plan on drinking it.
It's only illegal because it's a WAY out of date law that some day will probably be changed. It's crazy how it is still this way since prohibition the government is flat out stupid not realizing beer and wine are made the same way other than booze/shine is distilled which produces nothing as most people think (methanol) all it does is separated the alcohol from the liquid mixture and you throw out the first bit not for safety but for flavor and the moonshine ends up tasting like vodka not whiskey as every one calls it. For whiskey you "need" to age it in chard oak wood which gives whiskey its color and flavor,.
The only way it will harm you is if you use solder on your pipes. When you use solder for electronics it is made of at least 40% lead and some idiots use that to seal the pipes up which moon shining is the #1 cause of lead poisoning today. When solder is used your supposed to use plumbers solder that has no lead but most people making shine are hill billy type people lacking IQ.

Moonshine, by definition, is illegally made hard liquor.
If you are making it legally then it isn't "moonshine" it's distilled spirits.
Distilling alcohol at home or for private use is illegal at the federal level. In order to distill alcohol you need an expensive commercial distilling licence.

no, the US has a country-wide ban on personally distilling alcoholic beverages. you need a very expensive and complicated license to produce distilled alcohol anywhere in the US.

That's a good question.
Unless you pay the federal excise tax you can't distill alcoholic beverages.
