Why did the government shut down?

This is really going hurt some people and I just was wondering what was it real purpose for shutting down?

Because Obama is a jerk, and nothing will really change except NASA and the FDA and some websites, so nobody would really care, except that kid on Youtube who wants to visit nasa.gov for no apparent reason.
