How can we learn from the low crime rate in Japan?

What is it in their culture that leads to a low crime rate?
Update: @janzen - When you use the word 'rate', it means the figure is a percentage and not based on population size.
Update 2: @drfrog - I read that many crimes go unreported, but if you look at things like murder, assault and car theft, surely those wouldn't go unnoticed?
