It's difficult to give an answer without knowing your budget, and, depending on that and wether or not you have a car or take cabs or bus, if you mind staying outside of Monaco.
You can see the list of hotels at the website of the tourist office of Monaco. The Novotel hotel is an average hotel. For luxury, I guess you'd have asked, there's the Hôtel de Paris and a few others.
Beausoleil is a town situated just outside Monaco, at the French border, walking distance to Monaco. Hotels are cheaper there.
Cap d'Ail is another interesting town, just outside Monaco. Depending on the date, you may find a room at the Marriott for the same price as a 3 stars hotel in Monaco.
La Turbie is a charming medieval town, a few minutes driving distance from Monaco, there's a bus too. Monaco is a seperate country to France. Most tourists stay in France rather than Monaco, because it's cheaper, and just do day trips to Monaco. Nice is only 21 kms away, and there is a bus to Monte Carlo that runs every 15 mins.

Monaco (Monte Carlo) You might like the Fairmont. Very nice for $2000 a night. However if you are watching your budget try the Le Meridien for only $424

If you mean Monaco, it's a completely different country to France.
This is basic geography.
