    “Walk” is used as an intransitive verb most of the time, but sometimes it can be a transitive verb.

    to walk someone = to walk somewhere with someone, especially in order to make sure they are safe or to be polite.

    walk ~ transitive verb

    someone ~ object of “walk”

    It is grammatically wrong.

    “cannot walk” can’t function as an adjective phrase describing the noun “people”.

    “不能行走的人” may be lame people, paralysed people, disabled people

    I wonder if you can get away with enclosed quotation mark.

    Usually, "Walk a person" is "To accompany a person in walking; escort on foot"

    But In Baseball, "Walk people/walk a batter" is

    a. To allow (a batter) to go to first base by throwing four pitches ruled as balls.

    b. To cause (a run) to score by walking a batter.
