Google Play isn't available for Kindle Fire. It's set to use Amazon Appstore instead. You can, however, sideload quite a lot of Google Play apps on the Kindle, and it doesn't require rooting the device. Here's a good discussion on sideloading of apps:

Amazon sell the Kindle Fire at cost price because they can make their money on all the things you then buy from the Amazon store. They want you to buy apps from their app store and so do not allow access to Google's Play store. There are ways and means to bypass this restriction if it is a serious problem for you...

So my son received some Google gift cards for his kindle. Can he use these to purchase books, movies or games?

You have to kill the unique Kindle qualities and make it into a generic Android device by "Rooting" it, there are also Sideload applications that work on some devices that you might lookup.
