tap water with water conditioner , oh also no fish belongs to bowls. betta fish needs minimum 5 gallon filtered, heated and cycled tank. so for long term bowl is not good for your fish as its a death trap as ammonia, nitrate and ph can build up quickly and cause problems like ammonia burns, ammonia poison, nitrate poison etc.
all fish needs filters, just because betta fish can breath in air that doesn't mean her/his tank doesn't need a filter. filter not only provides oxygen for the fish to breath but also beneficial bacteria which helps to cover toxins like ammonia to less toxin like nitrates lives and grows in colonies in filter . with out a filter the water quality can become bad quick.

Bottled water or tap water with water conditioner. The conditioner should be for tropical or betta fish. A good brand is nutrafin shake bottle well and add 5ml to the water.Source(s): Personal Experience

Spring water is best. But if you set out tap water overnight, the chemicals in it can evaporate that way your fish isn't exposed to them. Beta fish breathe air from the top so no need for a filter. Just make sure there is enough room for him to swim around. 1 gallon or less is good.Source(s): I have a beta fish
