What is the meaning of a Teacher ISS?

What does this postion mean?

    In my school, ISS means In-School-Suspension. You spend the day in an isolated room in the school along with all the others who have been given that punishment.. Since the school disciplinarian "awards" this punishment, we cannot have a teacher ISS. The teacher does not have the power to assign it. That does not mean that the punishment is not in response to a complaint filed against the student by a teacher (thus, sort of being a "Teacher ISS")
