Larvae on my fountain?

What kind of insect lays small, round, black eggs, on a bubbler fountain, which hatch out to 1 cm larvae? They look like midges but this is a fountain with a re-circulating pump so not stagnant, and the eggs / larvae are on top where there is a good deal of water movement. I live in Oregon, so we're not rampant with odd insects, and I've been looking, but cannot figure it out.

    Try taking some of the eggs and larvae in a plastic bag to your county extension agent's office. They may be able to help you.
