By definition, looter are just there to take advantage of the riot.

They could not care less about the reason.

In the LA riots, most of the damage was done the second day by outsiders who came into East LA to take advantage of the lack of police protection.

In psychology this is called "releasing the id"... people LOVE this. It's what fascinates people about Nazis and Zombies - all the destructive elements of the universe come pouring out.

And of course it's fun to steal stuff too.
