I need to change a picture size to 400x500 pixels...?

I've already tried with so many different programs to change the size, but every time I do it automatically sets the width to 318 every time i type in 500. I'm not very good with computers... is there any easy simple program that can do this for me? It MUST be 400x500. thanks!

You can try out paint . Open the image with paint (right click the image and select "open with " you can see paint there ) then find out "resize" option. Click resize ,in resize tab click "pixels ' and uncheck "maintain aspect ratio" because the height of the image changes in accordance with the width if you don't uncheck that dialogue. So to make sure you have uncheck the maintain aspect ratio dialogue ,Then insert the width and height you want like 400x500 and click ok .

you may need to unable some kind of "keep aspect ratio" setting..
