How to fix System Interrupts in Windows 8 ?

My Ethernet causing System Interrupts(SI) to use 30% to 40% CPU usage normally but sometimes it goes up to 50%or more and PC starts work real slow that even mouse pointer starts to delay , then i disable Ethernet so SI goes back to 0% then i re-enable it and it goes back to 30 to 40% again and PC work fine in between 30% to 40% CPU usage by SI. i think SI should stay at 0% . i am using widows 8 from couple of months ago but the problem started few days back. my windows is up to date , i have tried updating drivers of my Ethernet from device manager but they are up to date i have even uninstall and then re-installed( re-installation go automatically by windows) but the problem is still here ... i have also scanned my PC by windows defender but no virus or anything...

P.S

sorry about my english ...

    Hi,

To optimize Windows performance, try using the Performance troubleshooter to automatically find and fix problems. The Performance troubleshooter checks issues that might slow down your computer's performance, such as how many users are currently logged on to the computer and whether multiple programs are running at the same time.

    To run the troubleshooter:

    • Click the Start button, and then click Control Panel.

    • In the search box, type troubleshooter, and then click Troubleshooting.

    • Under System and Security, click Check for performance issues.

You can also use advanced tools to troubleshoot performance problems in Windows 7.

    • To get to the tools, type Performance Info into the search box in the Start menu and hit Enter.

    • In the Performance Information and Tools windows click on Advanced Tools.

    • It opens up a list of different tools you can use to monitor different aspects of the system performance. From here you can do several things like defrag the hard drive, check Event Viewer, and even re-rate the Experience Index score.

    • Notice there is a column for Performance issues you can click on to get additional details on how to correct the problem.

    • Resource Monitor is a great tool to monitor what applications and services are using up your system’s memory, processor, disk usage, and network activity. If you find a service or program that is frozen or taking up too many resources you can close it out.

    • You can even generate a system health report. With the help of this you can go through a very detailed analysis of virtually every aspect of your system.
