Dominica isn't part of the USA.
Dominica and the Dominican Republic are two different countries. Dominica is a small island nation in the Lesser Antilles that was a former British colony. They speak English and French Creole. The Dominican Republic (DR) occupies the eastern two thirds of the island of Hispaniola, which it shares with Haiti. In the DR they speak Spanish. Neither Dominica or the Dominican Republic are part of the United States.

the Caribbean Islands are a mix of independent countries and protectorates and territories and overseas states. The US islands are Puerto RIco and the US Virgin Islands.

No. Dominica is a former British colony, and now an independent nation.
Most countries in the western hemisphere do enjoy an informal guarantee of protection from the United States, though, at least from outright foreign invasion.
